About Bihar Student Credit Card Yojana

The Bihar Student Credit Card (BSCC) Yojana, implemented by the Government of Bihar under the Mukhyamantri Nischay Swayam Sahayata Bhatta Yojana (MNSSBY), is a government initiative intended to facilitate access to higher education by providing eligible students with financial assistance through the banking system.

Financial assistance under the scheme is subject to applicable rules, eligibility conditions, institutional and course requirements, verification procedures and approval of the competent authorities and concerned banks.

Eligibility – Who Can Apply?

01. Permanent resident of Bihar.
02. Passed Intermediate (Class XII) or equivalent examination from a recognized institution.
03. Prescribed maximum age limit: 
Bachelor's Courses – 25 years 
Master's Courses – 30 years
04. Valid admission in a higher-education institution recognized by the concerned regulatory authority.

Documents Required

01Aadhaar Card and PAN Card of the applicant
02Class X and Class XII certificates and marksheets
03Admission letter / admission proof
04Course structure and duration details
05Fee structure / fee schedule issued by the institution
06Residential / address proof
07Income-related documents, wherever applicable
08Bank-related documents / statements, wherever applicable
09Passport-size photographs
10Any other documents prescribed by the DRCC or concerned bank

How to Apply for BSCC

01. Visit the official 7nishchay Bihar Portal.
02. Click “New Applicant Registration”.
03. Enter name, mobile, email and Aadhaar and verify OTP.
04. Login using username and password.
05. Complete the Personal Information Form.
06. Select “BSCC Scheme” and click Apply.
07. Complete and submit the application.
08. Note the acknowledgement number.
09. DRCC appointment is scheduled through SMS / Email.
10. Visit DRCC with self-attested documents.
11. Verification by officials.
12. Loan sanction by the bank.
13. Collect Student Credit Card and sanction letter.
14. Complete bank formalities.
15. Loan amount is disbursed to the institution.

Student Responsibility: Students are responsible for completing their BSCC application, DRCC verification and banking formalities within the prescribed time and in accordance with applicable Government guidelines.

Admission to the College, issuance of an admission letter, bona fide certificate or any other institutional document shall not be construed as a guarantee or assurance of sanction or disbursement of a loan under the Bihar Student Credit Card Yojana.

Eligibility, verification, approval, sanction and disbursement are governed by the applicable rules and decisions of the Government of Bihar, DRCC and the concerned bank.

The College shall not be responsible for rejection, delay, modification or non-disbursement arising from ineligibility, incomplete or incorrect documents, procedural requirements or decisions of the competent authority or concerned bank.
